The ordinance requires you to install a device that logs your sound levels, makes you responsible for keeping it working, and allows the council to extract that history at any moment. The only relevant question is who reads that log first.
The obligation, and what almost nobody has read
It is the licence holder's responsibility to guarantee the correct operation and calibration of the equipment. Not the installer's. Yours.
The Council may implement automatic surveillance via telematic transmission of the limiter's data, and the cost is borne by the venue owner.
If the control device is not in perfect working order, the result is the immediate sealing of the musical activity.
